If you start a conversation on a computer which has no video devices available, the gUM call still succeeds because it delivers just an audio stream back (note: the same happens in Firefox (Chrome handles this differently) if the user chooses to not grant access to his camera - but for the native client this does not apply because of the implicit permissions) and a conversation gets created. But if someone joins the call from the standalone page the call never gets established properly. As Firefox has not yet implemented enumerate devices, there is currently no other option to catch this then checking the tracks in the stream from gUM.
