mozctl.dll & mozctlx.dll should be in the win32 embedding manifest.
Jud, can you review the diff please?
BTW the reason for adding the control to the Win32 dist is to:
a) Test the control with the embedding subset
b) Provide a distribution outlet for the control for when the Mozilla dist goes
over to a static build.
c) Provides a means to test the control without trouble caused by fullsoft.dll
