A strange and non functional sidebar seperator appears now in the settings popup
window. The settings window should not have any controls in it.

Reproducible: Always
Steps to Reproduce:
1. open a customized page in http://my.netscape.com
2.click on the settings button at the top of the page


Actual Results:  a sidebar seperator appears on the left margin of the window

Expected Results:  The sidebar seperator should not be displayed at all

This is somthing new - I can't remember this in original 0.9.6 build
