[1.Description]:
[RTL][Browser]The menu button and check windows button of Browser are mirrored, actually the menu button should not be mirrored like Messages app.

[2.Testing Steps]: 
Prerequisite: Set the system language as Arabic.
1. Launch Browser app.
2. Go to any website.(such as www.google.com)

[3.Expected Result]: 
1. The check windows button should be right-aligned.
2. The menu button should be right-aligned.

[4.Actual Result]: 
1. The check windows button is left-aligned.
2. The menu button is left-aligned.

Sorry for late.
The expected behavior is the current, browser chrome controls are not headers, thus headers rules do not apply here.
Plus, this behavior has been defined with help from UX (1)(2)
