progress in save-file window doesn't show 100% when download is finished

Screenshot of the Saving File window, showing a finished download at 99%.
The progress percentage in the Saving File window doesn't show
100% when the download is finished. Instead it shows values like
97% or 99% (the value of last update probably).
It seems to be a general problem and isn't tied to downloading
from a specific site.
