Description:
Long pressing on an empty area of the homescreen will bring up an contextual menu with the 2nd option to Change Wallpaper. Clicking on this option will bring up a 2nd picker menu of selections for a source of a picture to change the wallpaper. If you click an an option in an area where a homescreen icon exists underneath the menu, that app will launch instead of the proper wallpaper option. If there is no homescreen app icon present underneath, the wallpaper picker option will launch correctly.


Repro Steps:
1) Update a Flame to 20150202010229
2) Long press on an empty section of the homescreen. 
3) Select Change Wallpaper
4) Select an option that overlays an app icon on the homescreen (it might be necessary to cancel and redo the last step a few times to properly line things up)

Actual: The app of the icon underneath the wallpaper source selection is launched

Expected:
Touch events are for this menu only, layers underneath will not be affected.
