Disable MSE for Firefox 36
This bug is for patches implementing the contingency plan where we can't ship MSE for Firefox 36.
Patch to disable MSE on 36 beta and release. Submitting for review so it's ready to go if we decide we can't ship. We won't push until we've made our decision about that later this week.

Did we talk with Google? Even if MSE is disabled for Firefox 36, Flash fallback will not work in Youtube unless Google changes the sniffing code (see bug 1125621 comment #2).
(In reply to Masatoshi Kimura [:emk] from comment #7) > Did we talk with Google? Yes, we have been talking with them.

Are there any numbers on MSE stability on non-Windows platforms? Maybe it would be valuable to roll out MSE for some platforms with less stability issues first to test it a bit more.
