1130531 - need to change the string in keyboard

Steps to reproduce:

At first , Open something where you have to write something. As an example, I open  Message app .

1. click on the new message . 
2. click the message or contact section. Keyboard will be shown on the screen.
3. click on the 'shift key'


Actual results:

On the keyboard layout , we see that all strings are capital and the output also shown in capital letters . But when we press 'shift key' again and disabled the capital string , it shows that all strings are still capital though the output changed into small strings.


Expected results:

when we click on the 'shift key' button , on keyboard screen capital strings should change into the small strings.
