Details

If you are displaying a print preview, which is wider than the window in both axes,
unless the Left/Right scroll is fully to the left side, the up/down scroll does
not function.  Conversely, if not at the top, the Left/Right scroll does not
function.

OK.  This is not a duplicate.  Combined with bug 109564 this makes print preview
well-nigh unusable.
