1131205 - Remove Firefox Account pickler entirely

It's complicated and difficult to move forward due to the need for migration and backwards compatibility.  It was instituted in order to support accounts when Fennec was loaded to an SD card [1], but it appears that we might not support this any more [2].  Since we've heard few howls with SD cards, perhaps we can remove this feature entirely?

Alternately, perhaps we should gather telemetry to gauge how frequently it is used in the wild?

We still support SD card installs, and we probably still need to, given that we still use >30MB of storage for an empty install. Bug 1126240 is a very specific breakage.

Let's consider two kinds of telemetry:

* Are we installed on the SD card? This should be straightforward, and might even already be done.
* Did the pickler succeed or waste its time?
