I know I'm an outlier with my hundreds of tabs, but only seeing 4 is pretty bad. The main purpose here is to show to the user that we didn't just lose all of your info when Firefox crashed. Seeing 4 tabs with no scrollbar (thanks OS X) definitely gives the initial impression that data was lost.
