In Firefox OS, proxies are set depending on the connection used. For example, some operators have designated proxies for data connections. These proxies are cleared when the connection is disconnected. But on some edge cases, e.g. b2g reset or battery pulled out suddenly, they don't have the chance to be cleared. So it would be safer to clear the proxies again on boot up.
