1132100 - Sometimes an .scss file is not selected when switching to the style editor

This is a followup from bug 1128747 - I do notice another behaviour that is a bit inconsistent:

1. open the tools on the example site
2. switch to the debugger
3. close, then re-open the tools ( should be on the debugger tool )
4. switch to the style editor again

Expected: should see the main.scss file in the editor

Actual: *sometimes* it is not selected, I have to manually select it.

I believe this is the exact same problem as in Bug 1128747.  My testing shows that the change there fixes this issue as well, but let's double check once that is fixed
