From bug 778588, we talked about might wanting to show the "mic" icon earlier for New Tabs.

^my mistake, not resolved. 

This bug was about exposing it earlier, before having the user tap the toolbar.

To summarize, we want to enable and show the mic in the urlbar for new tabs (the home panels screen) without needing to tap to the "edit" state (where the keyboard shows up).
