+++ This bug was initially created as a clone of Bug #1130356 +++

Social API chat windows are the only consumer of PopupNotifications without using an iconbox element that contains the notification anchors.
This branching from the default behavior is documented and consists of a relatively small amount of code, but is not covered by unit tests at the moment.

We should have more coverage here.
