After the patch in bug 1133770 lands.

If one of the last few tabs (i.e. to the right) is selected and the device is rotating from landscape to portrait, that tab may not be visible.

I think the issue here is that the isSelected? call happens before the updated device configuration specs have been received (i.e. the landscape positions are used). Since this only happens sometimes, I think it's a race condition on when refresh is called vs. when layout occurs.
