11345 - [perf]xp menus are slow to appear

Overview Description:

Steps to Reproduce:
	1) open apprunner
	2) click on the File menu

Actual Results:

	Depending on the speed of your machine and your os, there is a
	noticeable delay between the mousedown and the menu draw.

Expected Results:

	The menu should draw as fast as native menus.

Build Date & Platform:
     1999-08-05-08 RedHat Linux 5.2 (GNOME/enlightenment)
     1999-08-05-08 WinNT 4.0 sp4

My hands have deteriorated to the point where I can no longer type.  I need
help.  If you think you can fix this bug on your own, please take it away from
me.  If you'd like to volunteer to be my hands for a specific bug, then I'll be
happy to come up to your cube and sit with you and fix the bug (assuming you
have the patience for that).

strictly speaking, they are not really as fast as native menus.
check that, they aren't as fast as 4.x native menus. Since they are
still pretty zippy the best way to see this is to watch them draw on my
Linux box (p133) and then try Nova on the same box. Noticeable
diff. Now if someone says, "hey there not just not going to be 100% as
fast" okay, but i haven't heard than yet.
