We'd like the whatsnew/firstrun tour page to be able to show a highlight on the Reading List folder in the bookmarks menupanel. See attachment.

Additional note: the implementation should handle removing the highlight when the bookmarks panel is closed. (This is already implemented for Hello and the menupanel).

At today's engineering checkin I was informed that the whatsnew page for reading features has been cut so there aren't any plans to use this API yet. It's possible we will want it for snippets or firstrun but those could also just link to the page which starts the FTU. This should be a lower priority compared to other tour bugs for the reading features.

I'm a little unclear on if this is needed or not for the tour based on last comment. We're prioritizing bugs for the overall RL/RV work, so calling this P1 now for consistency with the other tour work. But if we don't actually need it no, we should just take it off the list / wontfix it.
