As a temp fix, it would be great to know when we are adding builders that are ignored by watch_pending. I think this could be done by adding a check on test-masters.sh to do something like http://nbviewer.ipython.org/url/people.mozilla.org/%7Enthomas/check.ipynb I'd imagine this will result in a 'surprising' increase of failed test-masters but I would argue it should fail :)
Probably it'd be easier to fix bug 1131787 which blocks https://github.com/mozilla/build-cloud-tools/pull/33.

Let's do the right thing in bug 1131787.
