Meaningless tree UI in Add Bookmark

Details
Windows 98 build 2001112903:
1) Use Bookmark Manager to create an empty folder named "foo"
2) Use Bookmark Manager to create a folder named "bar" and put some bookmarks in it.
3) Exit Bookmark Manager.
4) Use the context menu to select "Bookmark this Page" on any web site.
5) In the Add Bookmark window, scroll to folder "foo".
6) Now, scroll to folder "bar".
Actual results: "foo" is displayed without an expander icon, but "bar" has one.
Expected results: Consistency. All folders without subfolders ("leaf" folders)
should not be expandable in this view, since the target must be a folder.
