Chrome already appears to be doing this. It doesn't run fast at all (Quake WebGL runs at ~7 FPS) but it appears to work fine.

Awesome. I support this.
We don't need it to run games well, but we do want to be able to run WebGL apps (3d previews, etc) at all.

Because of bug 1150765, we are already accidentally using software rendering for all E10S WebGL on OSX.

We probably want to ship SwiftShader instead.
