Details

We're going to need to pull the database configuration from environment variables when we switch to AWS. Further, we could use this in our Vagrant environment and nix one more setting from local.py. I think it behooves us to switch to dj-database-url. https://github.com/kennethreitz/dj-database-url
I'm going to nix this bug since the work here can be done under bug #1137022.
