In Android and B2G, the font size of vertical text is larger than what it should be. See the attachment.

This problem doesn't happen for horizontal text, nor vertical text on desktop.

My guess is that font inflation is kicking in, maybe because it's looking at the wrong dimension to determine what inflation to apply. I expect this will account for several cases where vertical-text tests unexpectedly failed on android/b2g platforms, including the recent vertical-ruby-justified test.
Some local testing supports the idea that font inflation is the root of the problem here. I filed bug 1138495 on that; once that's fixed, we should re-test this example (I suspect it'll simply be a dupe, but I'll leave it separate until we confirm that it's fixed).
