Steps to reproduce:
Upgraded to Firefox 36.0 using Ubuntu software updater. Identical results on two computers, one running Ubuntu 12.04 and one running 14.04. Clicked on Xfce desktop url launcher.
Actual results:
Xfce desktop url launcher failed to open the specified url but instead opened a new window that defaulted to Google search page.
Expected results:
The Xfce url launcher should (and previously did) open the specified url in a new tab. Under Firefox 36.0 the launcher opened a new window instead of the url specified in the launcher. The new window opened in the default Google search page.

Could you test this possible workaround: make another browser (say Chromium) the default browser then make Firefox the new default browser.

Yes. When Chromium is made the default browser, the Xfce url launcher works properly, opening a window in Chromium at the proper specified url. When I switch the default browser back to Firefox, the launcher fails to open the url and instead opens a new window showing the Google search page (my default for new windows)

Ok, there is a work-around. Based on the French Ubuntu thread http://forum.ubuntu-fr.org/viewtopic.php?id=1794041 I found that if I go to "Preferred Applications" in Xfce and change the designation "Mozilla Firefox" to "firefox" the problem is solved. Apparently there is a problem when the application does not explicitly specify which browser to use.
Since this was a deprecation from the previous version of Firefox, I would still say there is a bug in Firefox 36.0

This patch for exo allows to use "Mozilla Firefox" as "Preferred Application" in Xfce.
You could forward that to the Ubuntu developers.
