In response to Bug 37537 and 63133, I would suggest this: Remove File | New Navigator Window. Keep File | New > New Navigator Window and instead have the submenu itself (File | New >) also act as New Navigator Window. Thus removing the obvious redundancy yet keeping the inherent usability.
I tried to make a patch without succes. I played a little bit with the file content/navigator/navigatorOverlay.xul. It is easy to remove the File | New Navigator Window, but I couldn't find a way to add a handler for the menu. oncommand works only with menuitems and onclick had no effect (probably because there is a default action which is to display the menu faster). SO is this feasible?

Sorry about the duplicate...I think I accidentally hit enter while I was writing it... As for fixing it, I have no clue whether XUL is capable of doing this or not, but I do know that some programs i have used in the past, at least on the Mac (probably using Toolbox calls), do perform in the manner I described.
