Assumptions

1. We will be able to conditionally hide content per bug 1144822.
2. We will be able to use the UITour API to detect dot versions - getConfiguration("appInfo").

We have an issue with not enough copy in the page to trigger the feature. I've posted a comment in the copy bug here: https://bugzilla.mozilla.org/show_bug.cgi?id=1144766#c7
This isn't happening for spring campaign, so marking RESOLVED -> INCOMPLETE.
