The comment for the string says it is obsolete. Is it really required?

This is what happens:
* Page starts with 50 strings.
* After a few months new strings are added, reaching 80 strings. Complete locales will display the new version of the page, others (missing the new 30 strings) will display the old one.
* We can't remove unused strings, because we have locales still using them with the old version. And automated tools don't know which one are actually unused.
So, to answer your question, usually having 100% translated strings makes things safer. Also, webdashboard will keep reporting these strings as missing.
For 1 string I can check if the string is actually unused and activate the page, for Manifesto (38 strings) it's far from optimal.

One more note: new pages are enabled only if all strings are translated.
