Description:
When accessing card view from an app or from homescreen, a small scrollbar indicator will appear above the card view on the left side. This will occur even if the app itself is scrollable or not. Only occurs in RTL

Repro Steps: (In RTL)
1) Update a Flame to 20150302010223
2) Open a few apps
3) Access card-view

Actual:
Small scrollbar indicator above and to the left of each card

Expected:
No small scrollbar indicator
