114029 - small-caption should be the same as caption

The font used for small-caption on Win32 is the one chosen as Palette Title font
in the Appearance control panel. It should instead be the same as the one used
for caption. See bug 100352 for more info.

and caption should be different.

Rods, I don't know hard this will be to do, but it looks like it's something
fairly simple. If it is, could you please consider fixing this sooner than
1.0.1? I would really like to see this fixed soon since it's blocking bug 100352
which can be a very annoying bug.

OTOH I might be wrong and this might be complicated to fix. If that is the case,
no problem, it can wait till 1.0.1.

Something just struck me: Themes designed on a Mozilla build where this bug is
fixed will look very, very bad on Windows on a build containing this bug if the
theme use small-caption for fonts. In other words, this bug breaks the backwards
compatibility of themes! Shouldn't this then be considered an API and thus a
must-fix for 1.0?
