From a discussion in channel, it sounds like there's a desire for another possible Filter and/or job type, if it can be reliably identified.

As Ryan describes it "this job is intended to run here but hasn't actually been scheduled yet".

Perhaps we might consider "Unscheduled" as the name/type. James mentioned that name has some symmetry with the concept in TaskCluster.

Noting here for reference we already have a Global filter for Pending, so that (I think) meets the need expressed in channel of users only wanting to see jobs after they are done.

There has been a long-running feature request to be able to show jobs intended to run on a push before they've been scheduled, but we were unable to do so for buildbot-scheduled jobs. So yes, I think we should take advantage of TC's ability to provide that information.

But like we discussed on IRC, I think it'd be confusing to lump it in with the jobs that are pending because they're waiting on a slave to take the job. So the intent of this bug is to be able to visually differentiate them in the Treeherder UI.
