Details
Release Management often prepares a "release" in Ship It many hours in advance of it starting. Once the revision is "good" on TBPL, they start it off. Sometimes this results in people staying around late just to wait for builds and tests to finish, which sucks. We should be able to conditionally start releases as long as nothing broke in the CI job for the given revision.
