I'll leave the second part of the question for Jeff. Permission problem: there's no need of specific permissions, you already have them as localizer. One possible explanation is that you did a checkout using http instead of https. Try a fresh checkout svn co https://svn.mozilla.org/projects/l10n-misc/trunk/firefox-ios/
