By the way, I assume zh-Hant should be used for target-language, instead of zh_TW or zh-Hant_TW right?
I'll leave the second part of the question for Jeff.

Permission problem: there's no need of specific permissions, you already have them as localizer.

One possible explanation is that you did a checkout using http instead of https. Try a fresh checkout

Checking in for a sign-off status for v1. zh-TW is currently only at 71.9% complete. If you would like to ship your work in v1, please translate the remaining 32.1%, test, and resolve this bug as FIXED before Friday, 14 August.
