[RTL][Settings]The question mark displayed at left of text but it is not mirrored in prompt message of "Clear browsing history?" and "Clear cookies and other stored data by sites on this device?".

[2.Testing Steps]: 
1. Set system language as Arabic.
2. Launch Settings -> Browsing Privacy.
3. Tap Clear browsing history or Clear cookies and stored data.
4. Observe the "?" in prompt message.

[3.Expected Result]: 
4. The question mark should be mirrored.

4. The question mark is not mirrored.
