Steps to reproduce:

Exported bookmarks from one Firefox profile as HTML l and imported them in another profile.


Actual results:

Tags from the original profile are not exported in an HTML backup and therefore cannot be  imported  in the destination profile.


Expected results:

Firefox should natively have the ability to export bookmarks *including tags and keywords* from one profile and re-import them in another profile saving all the original tags and keywords.

This functionality has been missing in Firefox forever, the question pops every now and then on Mozillazine and SUMO forums, yet the only answer still is that you either import the bookmarks as .json files (therefore overwriting the original bookmarks) or import them as .html and forget about tags.

Yet it is not uncommon at all for "advanced users" (which are nowadays the ones using bookmarks, as I understand..) to have multiple profiles each one with its assortment of bookmarks and carefully selected tags, and one may wish to merge bookmarks of two or more profiles without losing their tags.

Short of manually hacking the database with some external program or resorting to unmaintained extensions that can manipulate places.sqlite, to date there is no way, as far as I know,  to do that.

Thanks for pointing out that, in fact I would have no reason at all to prefer html vs json, if not for the fact that html doesn't overwrite the current bookmarks, whilst using a json file actually does...
If there was a way to actually *merge* json bookmarks files instead of just overwriting, that would be great.

There have been extensions (as you may know already) which are now discontinued that could do that, so it's not impossible: do you think that Firefox could have an import/merge choice for json bookmarks backups?
The reason we have these backups is exactly what the name suggests, having backups, so I don't think the base product will have the option to import rather than restoring them.
HTML instead exists to exchange bookmarks with other services like de.li.cio.us or similar.

As you said, it's possible to write add-ons that import json or restore html. I just don't think we'll do that in the product itself.
