1. Set your phone language to Arabic and launch Contacts. 
2. Tap the settings icon on header. 
3. Select "Set ICE Contacts".

3. The carats icons at the left of "select a contact" should not be mirrored.

I can confirm this is not a bb, it's a custom control for contacts, but IMO, don't know if the bug it self should be P2 or P3

Triage: ICE contacts is likely a feature which is not widely used. The comms triage team doesn't think it's major enough to block on the carat direction. Clearing the priority and the nomination, and NI Delphine to get this bug triaged again by the RTL team. If you guys think it's still a must-have in 2.2, the comms triage team will block on it.

The carats icons at the left of "select a contact" is mirrored in "Set ICE Contacts".
