1143683 - shorten builder names in a predictable way

I discovered today that normalizeName doesn't iterate over its shortening strings in a predictable way - which means that it may not always yield the same results. We should go through it in a fixed order to make sure we always get the same results everywhere. Probably sorting the keys by name is good enough.
