Expose AOSP's KEY_VIDEO_SNAPSHOT_SUPPORTED[1] to JS, and if true, allow CameraControl.takePicture() to take pictures while recording video.

(We don't actually prevent this right now, but it's not something we've intentionally designed for or tested.)
