This is a tracking bug for work needed for Switching to the Outliner Widget. To
implement this we should, convert the Bookmarks Manager and other bookmarks
listviews to use the outliner widget. this will provide for an increase loading
and scrolling performance, better drag and drop experience, and allow for the
use of a supported XUL tag in which required features are being implemented and
bugs actively fixed.
