114488 - reordering sidebar tabs not persisting across sessions

Description

using 12/10 build of netscape

1) launch netcape (new profile)
2) open sidebar
3) go into Tabs | Customize
4) reorder some tabs...propagate one tab UP several positions
   and propagate another tab DOWN some positions
5) observe new order of tabs (also make sure the ones you reordered
   are checkmarked in the TABS menu)
6) write down the order of the tabs so you can compare
7) exit Netscape File | Exit
8) relaunch netscape

notice the tabs are in a different order then you left them in previous
session.

I can reproduce this almost every time.
