As described in bug 1142437 comment 20 and bug 1142437 comment 26, the ActiveElementManager deals with two different types of notifications, one of which may be delayed in such a way that it overlaps with the other types of notifications, but for a different input block. In order to fix this, Botond suggested added input block ids to all of the notifications and having AEM discard things it doesn't care about. This seems like a good fix and we should implement it. See the discussion in bug 1142437 for more details.
