1145771 - Can't resize developer tools after filling entire window

When I resize the tools to fill the entire window on OS X (Windows and Linux are fine), I can't shrink them back down. There's no active pixel that acts as a drag handle. I see the same issue with and without the DevEdition theme.

What's more, when in this state, I can't resize the Firefox window either, except to make it larger.

Those two things come together to create a Really Bad Experience when I switch from an external monitor to my laptop's built-in display, and suddenly the Firefox windows are too large to fit on the screen, and OS X does all sorts of stupid things to prevent the Dock from being obscured, so window handles end up off screen too. And I'm basically stuck until I use the global menu to turn off the tools, trundle back over to my external display, and resize the window there.
