1146760 - cannot add other people to the cc list

currently you can only add yourself to the cc list with 'follow' / 'stop following'.

there needs to be a way to edit the cc list to add/remove other users.

ui-wise we could add an 'add' button near the cc list which displays a field (maybe visible even in 'view' mode).

removing is trickier, because adding checkboxes next to each cc list member would be ugly.  perhaps we should add a 'remove' button which is only visible when hovering that user's row.  clicking that button immediately removes it from the visible list, but you'd still have to 'save changes' to commit the change.

.. or instead of a 'remove' button, we could add a menu item to the user's popup menu.

given adding other people is much easier and significantly more important, i've split the "remove other people" part of this bug into bug 1150358 so we can get the adding part landed sooner.
