1146793 - Saving attachments to folder opens the "Open File" dialog

In an email that contains an attachment (in my case a .docx file),  right click
on the attachment and then select "Save As" option will open the "Open"
dialog and not the "Save As" Dialog.

STR:

1) Open email (that contains attachment) in 3-pane message window.
2) right click on attachment.
3) select Save As
4) "Open" dialog appears.

Old issue here.  The localstore.rdf file in your Profile Folder got somehow corrupted.  Please delete that file and try again.

What is the exact nature of this corruption? That is, what bits in localstore.rdf affect the save as/open dialogs.
Aside: We should also look at moving this to xulstore.json (in another bug, of course)
