[1.Description]:
[RTL][v2.2 & v3.0][Settings]The text is not right-aligned and scroll bar is not left-aligned when you select "Open Source Notices" or "Obtaining Source Code" in Settings -> Device Information -> Legal Information.

[2.Testing Steps]: 
1. Set system language as Arabic.
2. Launch Settings -> Device Information -> Legal Information.
3. Tap "Open Source Notices" or "Obtaining Source Code" and Observe the view.

[3.Expected Result]: 
3. Text should right-aligned and scroll bar should be left-alinged.

[4.Actual Result]: 
3. Text is left-aligned and scroll bar is right-aligned.
