If the release info in the database are too old (I am using a couple months old dump of the db), we don't get any proposal (see getRecent()).
Doing development on ship-it, I lost quite some time to find out what was wrong. Showing a warning could save time to others.

Warn if the database is empty or data too old (more than 7 weeks)
I merged this. Going to hold off doing any production pushes until after 37.0 ships.
