Description:
When the user presses a number + "#" + send button on dialer without a SIM inserted, a placeholder text appears. There should be an error message instead notifying the user there is no SIM.

Pre-requisite: There is no SIM inserted in the device.

Repro Steps:
1) Update a Flame to 20150325010206.
2) Open Dialer.
3) Press any number and "#".
4) Press the send button.

Actual:
"Confirmation title" placeholder appears.

Expected:
An error message appears notifiying the user that a SIM needs to be inserted to complete the function.

The UI in Flame 2.1 is different. When the user presses a number + "#" + send button, "Session expired" string appears.

[Blocking Requested - why for this release]: This feature has been added in 2.2. It can be triggered inadvertently by a user. Having this error message when you don't have a SIM might confuse an end-user.

triage: w/o sim card and trying to make the action is a corner case. 

NI to Carrie, to input what the exact expected behavior should be.

Hi 

I've updated my flame to the latest version and it displays a confirm window with the description "No network connection" in this case. I think this is the correct behavior. We shall follow it. Thanks!

Issue does not occur on Flame 2.2 or 3.0

"No network connection" message appears after dialing "#" character only with no sim card.
