Reproducible on:
Firefox 39.0a1, Firefox 38.0a2, Firefox 37 Beta 7 using Windows 7 64bit and Windows 8.1 32bit
STR
1.Launch Firefox with clean profile.
2.Type about:config in location bar.
3.Click “I’ll be careful, I promise!” button.
4.Set the following pref to true 'browser.casting.enabled'.
5.Restart the browser.
6.Connect a Roku device to the same wifi network as the desktop pc.
7.Open http://people.mozilla.org/~mfinkle/casting/test.html page in your browser.
8.Click right on one of the videos.
9.Click on 'Send Video to Device' option from the context menu.

'Send Video to Device' option can be selected and the video is successfully cast to Roku.

'Send Video to Device' option from context menu is still grayed out even if a Roku device is connected to the same wifi network.
Additional notes:
- This issue is reproducible on Firefox 39.0a1 (2015-03-23), Firefox 38.0a2 (2015-03-24) and Firefox 37 Beta 7 (20150319212106) using Windows 7 64bit and Windows 8.1 32bit.
- I can successfully cast to Roku using Firefox installed on an Android device connected to the same wifi network.

Connecting this to what looks like a meta bug for casting/tab mirroring.

You may need to invert the order of these steps for the device to be detected properly.

I also tried following the inverted order of these steps, but this issue is still reproducible on Firefox 40.0a1 (2015-04-14), Firefox 39.0a2 (2015-04-15), Firefox 38 Beta 4 (20150413143743) and Firefox 37.0.1 (20150402191859) using Windows 7 64-bit.
To cast a video from an Android device to Roku it is needed a Firefox application. There is no need for such an application on desktop as well?

Five-month bump, but I'm also seeing the disabled "Send video to device" item on my desktop (wired) and laptop (wireless) Firefox with my recently purchased Roku stick. I have the preference flipped to 'true' and I've installed the Roku Firefox app. I've restarted both devices. (I haven't seen any firewall warnings on my desktop or laptop after flipping the preference. Unsure if that's a related issue or maybe something broken on Windows 10.)
