The docs for migrating from an old SCM to git say "first, update to the latest point release". When SCM servers (e.g. CVS) go away, that won't be possible, and anyway, the team thinks it's not necessary. So we should remove this step.

It turns out most of this was removed anyway; there's just a little more on the front page about upgrading.
