Heard from one of the infra guys that the spot instances for linux have been upgraded to something more beefy, and decided to try out re-enabling the video multistream tests on debug e10s (they were failing previously due to bug 1126078), and things seem to work fine now: https://treeherder.mozilla.org/#/jobs?repo=try&revision=30d846f87d39
