1149599 - Telemetry should do a subsession split when the computer wakes up from sleep

When the computer wakes up from sleep we may have slept past midnight etc.
We should do a subsession split right at wakeup to avoid e.g. the following scenario:
* computer goes to sleep on monday 23:00
* computer wakes up on wednesday 2pm
* we wait for the next scheduler tick
* we notice that the daily ping is overdue and collect & submit
=> now we end up with a little bit of wednesday data after wakeup in the "daily" ping that should represent monday

Per todays meeting Alessio and Vladan are confident that the TelemetryScheduler timers fire very soon after waking up from long sleeps.
We are also fine with potentially a few secs of additional data from the data collection view point, so i'm closing this.
